The Bureau of Security and Investigative Services (BSIS) conducts audits and inspections to ensure that licensees—such as Private Patrol Operators (PPOs), Training Facilities (TFs), Firearms Training Instructors, and other regulated entities—comply with California laws and regulations.
In the 2010s, Shaun Sundahl was driving, when he received a call from a BSIS representative. This call led to a lengthy administrative trial where Shaun was falsely charged with nearly a dozen administrative B&P code violations. These violations were committed by Shaun’s client who was operating a secondary unlicensed security company (unbeknownst to him) and initiated by a customer who had their car towed by the unlicensed company. This company also allegedly employed untrained guards with expired guard cards. Shaun believes this botched BSIS investigation was done in retaliation to him criticizing the BSIS in his books and on his YouTube channel.
The BSIS sought to revoke Shaun’s firearm, baton, guard card, and PPO qualifications as well as pay for the deputy attorney general’s wages and investigation fees.
After a week-long administrative trial costing over $30,000, the judge ruled in Shaun’s favor. None of the near dozen charges were sustained. Not one. Since the event, Shaun prays that BSIS “analysts” who incorrectly identify as “investigators,” need more training on investigative methods and evidence collection. On a positive note, Shaun has created a BSIS audit or investigation service so that he can offer PPOs suggestions in a peer-to-peer way that is not professional or legal advice. No one should go through the same experience that Shaun had.
Shaun, or his staff, will conduct a peer-to-peer site visit and search for potential administrative-only B&P violations. We will inspect your uniforms, patches, and files for compliance. The service is not legal or professional advice, but many of our clients have found the service helpful. It's usually better for a contractor on your side to find violations and provide suggestions, rather than than the BSIS finding issues. Lastly, there is no guaranteed outcome from BSIS.
The service includes:
1. One physical site visit before your BSIS inspection (if located within a 3 1/2 hour drive)
2. Review of three (3) employee files for compliance
3. One (1) brief meeting of best practices
4. Review of the checklist
5. Peer-to-peer training during the site visit
6. We will spend a total of 1-2 hours during the site visit and you may ask questions
Total payment is due 10 days before of our arrival for your inspection.
The price for our BSIS audit service is as follows:
Example: A security guard firm based out of Santa Monica, CA will pay approximately $1,740. Base fee is $1,000 + $400 (8 hours round trip of driving X $50/hour) + $340 (486 miles round trip X 0.70).
